That will tell you which users, you will also probably then need to know which profiles are giving the users that access since the transaction could be coming from different profiles.

In SA38 run program RSUSR020 and for authorization object put in S_TCODE. Then F8 or hit the Execute icon. This will produce a list of all profiles containing the transaction code. You can then highlight each one and use the WhereUsed icon to display which users have the profile.
