We have created a role for capturing applicants in recruitment; we use the personnel area to restrict the users view of the applicants. This worked well. We then assigned structural authorization to only allow users to see the vacancies in their own area of the org. structure, once we activated this the user cannot see any of the applicants, however the vacancies work.
This is how we set the structural authorization:

Just at a quick glans it looks like you PLAN i th ePD profile is limiting to Actual plan. Are Applicants part of the future or part of the actual? Applicants may be planned item not actual.
Another note. While your PD profile may work ( or you can get it to work) you are headed down a path of exploding the number you need to ONE for each user.. You may want tp consider the use of the function module to have SAP determine where the user is so you can have one PD profile for MANY user ids.
Also is the eval path correct? Are applicants employees or new hires? If they are employees thay have to be in the org structure depth, direction(sign) and path you specified. If they are not in the org structure branch you specified you will not be able to see the applicant.
Use tcode PPSS (O_TASKS) to look at the structure and the authorization the user has and find the use and applicant. If they are nto in the same branch the PD profile is Working as designed.
