some commonly protected infotypes are:
0000, 0001, 0008, 0009, 0014, 0015, 0105
Often changes to these are reviewed periodically by the persons responsible for the data, e.g. payroll to review 0008, 0014, 0015
As far as segregation of responsibilities, you should look to protecting the following and generating a risk matrix for combinations of the following:
Personnel Admin
Comp and Bens
Payroll
Recruitment
Succession Planning
Org Plan maintenance
you should also look at Cost Centre access in the context of HR too.

There are potentially a number of combinations covering these. The best thing to do is to ask your HR team what they are usign to perform these functions & segregate accordingly.

In HR there are only a few tcodes used and it is not the tcode that maters but the infotype. PA30 and PA40 are the major players and you can perfom many duties with these two tcodes. It is what infotype do you have access to while in these tcodes that matter.
