Do you mean create a new transaction code or change it (such as Z_TCODE_N in SE93 or Z_PROGRAM in SE38), or, create and change a business transaction (e.g. Invoice number 514214 or IDOC #...)

To create / change a program you would formally need SE38 or any other way to submit RSABAPPROGRAM and S_DEVELOP 01/02. The object type is typically checked, but if you have one of some of them, then you can do the rest aswell, so ignore it.

Semi-formally, S_DEVELOP 03 is sufficient.
